Five years after pubcasters switched off the last of their analog TV transmitters and advanced into an all-digital world, planning is underway for the next generation of digital TV. The ATSC 3.0 standard has been years in the making, and years of work and many questions remain before pubcasters are ready to put it on the air. ATSC is the Advanced Television Standards Committee, an international nonprofit comprising broadcasters, regulators, consumer electronics manufacturers, broadcast equipment companies and other experts. It developed the ATSC 1.0 standard that was adopted for broadcast digital TV in the early 2000s and is now charged with replacing that standard to keep up with rapid advances in the technologies used in broadcast TV. ATSC is working on two sets of standards.
The Public Radio Satellite System adopted standards Thursday intended to normalize audio levels among the programs it distributes to stations. PRSS adopted an audio measurement standard using a number to denote audio levels, instead of the longtime industry standard of peak meters. Decibel measurements provided by meters are largely subjective. The loudness unit adopted by PRSS is used by organizations around the world. Because PBS also uses it, joint licensees can now rely on a single standard, which will simplify operations, according to the PRSS working group that approved the change.
Pubcasters fear that hundreds of translators could be threatened by the spectrum auction planned for next year.
Members of an NPR working group aiming to standardize levels of audio content delivered via the Public Radio Satellite System believe they have found one possible solution to the problem. Programs sent to stations through the PRSS vary widely in volume and may detract from the listener’s experience, according to Chris Nelson, NPR’s director of digital strategy. In May, Nelson shared with the NPR Board results of a study in which about 53 percent of the content examined by the working group deviated from standards PRSS recommends for consistent volumes. The group aims to give stations and producers affordable best practices and resources to help solve the problem. At a meeting Thursday of NPR’s board, Nelson told board members that the working group has consulted with producers and engineers about the issue and conducted a survey to learn how the problem affects stations that use and contribute PRSS content.
If any part of the broadcast plant ever merited the label “necessary evil,” a top nominee would be the tower. Expensive to maintain, fraught with potential hazards, bound by an ever-growing web of regulations, unloved by neighbors and often located inconveniently far away, a pubcaster’s tower still serves as the essential link between its program service and its audience. In the early years of public TV and radio — before streaming and podcasting and cable and over-the-top video delivery — pubcasters and their audiences depended completely on the reach of the signals their towers could deliver. When broadcasting was a new and developing communications medium, those towers were much easier to build. As long as they weren’t in an airport flight path, the NIMBY factor was rarely a concern as public TV and FM stations spread across the country from the 1950s into the 1970s.
Internet TV service Aereo’s bid to find a workable business model suffered another legal setback Thursday, with the U.S. Court of Appeals in New York ruling that a federal district court judge will determine whether the company qualifies as a cable operator. After losing a U.S. Supreme Court copyright fight in June to a group of commercial and noncommercial broadcasters, Aereo has tried to recast itself as a cable operator. Doing so would allow it to carry content if it pays networks for programming. Aereo initially launched as a subscription service, using banks of dime-sized antennas to capture broadcast signals and convert them into streaming video distributed over the Internet. Subscribers rented the antennas and could watch TV programs live or on demand via a device similar to a digital video recorder.
The company says it no longer intends to sue podcasters who make only “modest amounts of money” from the technology.
The broadcast signal for WQPT-TV in Moline, Ill., is now originating from WTVP-TV in Peoria, about 90 miles to the southeast. WQPT previously outsourced its master control operations to Westar Master Control Services in Cedar Hill, Texas. The station’s signal now travels across fiber from WTVP to WQPT’s transmitter in Orion, Ill. The change “provides financial savings for WQPT, a new source of revenue for WTVP, valuable technological advances for both stations and an invaluable chance for the sister stations to work together,” said WTVP President Chet Tomczyk in an Aug. 8 announcement.
Pubcasters who own broadcast towers are about to get regulatory relief thanks to a FCC decision that closes the books on a lengthy effort to revise rules governing tower safety and maintenance. At an open meeting Friday, FCC commissioners approved the changes while decrying the long road their predecessors took to get there. “This issue was first raised in 2005 during the Commission’s 2004 biennial rule review,” said commissioner Michael O’Rielly. The question that has to be asked is, why did it take the commission nine years?”
Though the Part 17 rules apply to all owners of “antenna structures” (FCC-speak for towers), the Commission’s Wireless Telecommunications Bureau promoted the changes as a boon to cellular and data services, which depend on hundreds of thousands of smaller towers across the country to meet ever-growing demand from consumers. By eliminating a requirement that tower owners conduct quarterly physical checks of the monitoring systems at all of their towers, the FCC “will save antenna structure owners millions of dollars annually,” said WTB representative Michael Smith.
NPR will integrate NPR Labs into its general budget and tighten its focus on public radio after almost five years of running the division as self-sustaining. Under the restructuring, NPR Labs will transition from its status as a stand-alone unit and move from NPR’s distribution division to its technology and operations division. NPR Labs will also drop the Technology Research Center name that it used to market consulting work to clients. The restructuring eliminated the top job at NPR Labs, held by Rich Rarey, a 34-year NPR veteran. Rarey, who will leave July 31, took the job of director of NPR Labs in February when founding director Mike Starling took a voluntary buyout offer and retired.
New digital offerings from NPR and PBS aim to give public media additional platforms for building online audiences while gaining insights into how listeners and viewers interact with digital content. These digital initiatives — PBS’s Membership Video on Demand service and NPR’s long-awaited NPR One app — were demonstrated and discussed during the Public Media Development & Marketing Conference in Denver July 9-12. The frequent name-changes for NPR’s mobile app during its development — it has been variously referred to as “Project Carbon,” “Infinite Player” and “MPX” — prompted laughter among PMDMC attendees when recounted by Zach Brand, NPR’s v.p. of digital media. But the roulette wheel has stopped, and the name NPR One is now locked in. The app, which will be released in a soft launch later this month, uses an algorithm and user feedback to create an audio stream fusing NPR content with newscasts and segments provided by stations.
Inconsistent loudness among public radio shows frustrates listeners and poses challenges for technical staffers.
PBS and New York’s WNET joined major commercial networks Wednesday in hailing a U.S. Supreme Court decision that found the business model of Internet TV service Aereo in violation of the 1967 Copyright Act. In a 6-3 decision, the high court held that Aereo’s business model of charging subscribers for access to an individual antenna and DVR service for over-the-air broadcasts violates the 1967 Copyright Act. The majority found Aereo’s operations more akin to those of a cable company, regardless of the technology it employs, binding the company to the same rules governing broadcast transmissions. Those rules require cable companies to pay networks for the content they transmit. The majority comprised Chief Justice John G. Roberts Jr. and Justices Anthony M. Kennedy, Stephen G. Breyer, Ruth Bader Ginsburg, Sonia Sotomayor and Elena Kagan.
Expanding NPR’s footprint as the first news provider on Apple’s iTunes Radio, 42 member stations join the lineup today. iTunes Radio, which is integrated into Apple’s iTunes software, already features a 24-hour stream of NPR content that includes national newscasts and stories from Morning Edition and All Things Considered. As of today, web streams of 42 stations are being offered to iTunes users, including: KPCC in Pasadena, Calif.; WBEZ, Chicago; KWMU, St. Louis; KUT in Austin, Texas; North Country Public Radio, Canton, N.Y.; KQED, San Francisco; WNYC, New York; Minnesota Public Radio and Colorado’s Aspen Public Radio. The 42 stations on the inaugural launch make up about 55 percent of all member stations that provide online streams of their broadcasts, said Bob Kempf, NPR Digital Services general manager.
A recent NPR study confirmed that what many have surmised for years is true: Public radio shows sent through the Public Radio Satellite System vary widely in loudness. An NPR working group that has been studying the issue found that roughly 53 percent of the content they examined deviated from standards PRSS recommends to keep volumes consistent. The group is looking at creating new best practices and implementing a software fix that could cheaply curb the problem. “It’s a big issue in the system,” said Paxton Durham, chief engineer at Virginia’s WVTF-FM and Radio IQ. “I’ve been here 24 years, and as long as I can remember there’s always been a problem.”
Research cited by NPR found that anything more than a 4-decibel change in volume can prompt listeners to adjust volume levels.
The Chicago network cited rising costs of satellite carriage and a desire to expand internationally as reasons for the move.

With contract negotiations looming this fall, leaders at NPR member stations are getting increasingly vocal about what they see as shortcomings of the products offered by NPR Digital Services. In 2011, NPR leaders convinced the majority of stations large and small to sign a three-year agreement for the newly formed unit to provide a fixed slate of tools and services for online streaming, website design and donation management. With the contract term ending Sept. 30, station leaders are raising questions and concerns about the offerings and whether to renew the contract as-is. A recent informal survey of heads of 30 stations gathered mixed reviews of the package of technology tools and services designed to help stations distribute and publish news reports and other online content.
Startup Internet TV service Aereo has launched a website to make its case to the public in advance of a U.S. Supreme Court hearing next week. The court’s ruling after Tuesday’s arguments could make or break the service, which allows subscribers to view and record television broadcast programs online. Broadcasters, including PBS and New York’s WNET, have sued Aereo, claiming the company is violating copyright law by converting broadcast signals to streaming video. Launched Thursday, Aereo’s website, ProtectMyAntenna.org, lays out the company’s case for why it should prevail and provides links to all court filings to date. The case before the Supreme Court, American Broadcasting Companies, Inc., et al., v. Aereo, Inc., stems from a pair of lawsuits brought by noncommercial broadcasters and commercial networks including ABC, CBS and NBC.
