FDR defenders enlist TV critics to refute Holocaust film

Weeks before the debut of an American Experience film on the U.S. response to the Holocaust, defenders of President Franklin Roosevelt undertook a quiet campaign to influence and later discredit historical analysis presented in “America and the Holocaust: Deceit and Indifference.” In the disturbing film, aired April 6, 1994, producer Marty Ostrow argued that the Roosevelt Administration knew that the Nazis were systematically slaughtering Jews and followed a policy of not rescuing them. The critics’ complaint, in the words of William vanden Heuvel, president of the Franklin and Eleanor Roosevelt Institute, was that the film was “one-sided and grossly unfair, indifferent to the truth and deceitful in concept.” But when series producers sat down to evaluate the advance criticism with Ostrow and his team of historical advisors, they came to a different conclusion. “We came out of those meetings with confidence that the film was not only accurate, but it said what the authors of the film wanted it to say, and that they were on good ground,” said Judy Crichton, executive producer.

Review finds factual flaws in ‘The Liberators’

After a seven-month investigation of the factual accuracy of ”Liberators: Fighting on Two Fronts in World War II,” WNET announced Sept. 7, 1993, that some portions of the documentary were ”seriously flawed” and that the New York station would continue to withhold the film from PTV distribution until it is corrected. Judging by the producers’ reactions, the film is unlikely to return to the public airwaves. In a statement issued by Bill Miles and Nina Rosenblum, the filmmakers stood by the oral testimony presented in ”Liberators,” criticized WNET’s review for not being conducted independently, and accused WNET and PBS of censorship. Miles Educational Film Productions holds the copyright to the film.

Advocates of free time for candidates are many — those who try it are few

Though the 1988 campaign prompted many calls for television networks to let candidates talk directly to the voters, candidates again this season have to buy time or squeeze through the media filter to get on the air. That’s not to say that some producers aren’t trying the idea; the ones who do, however, are finding that their success in presenting candidates in an unedited, nonconfrontational format hinges on the political considerations of candidates, networks and viewers. Voices of the Electorate, the two-part series produced by Alvin Perlmutter’s Independent Production Fund (IPF) and two minority citizens’ groups, is the most visible recent example (Current, Sept. 21). The series aired last month after PBS and the American Program Service ordered last-minute cuts to eliminate Democratic candidate Bill Clinton’s unedited comments, which both distributors deemed ”inappropriate.” APS said Clinton’s remarks didn’t respond to the minority issue discussed in the program.

Now independent producers have role in funding

Independent Television Service (ITVS) announced this week its first round of 25 grants to independent TV producers. The projects will bring to the tube an array of programs about American minorities, ethnic and otherwise, that are seldom featured on television — Indian activists, a Black Panther, elderly couples, gay people in the South and Asian immigrants. Included among the productions will be animated shorts, comedies and historical programs about Hawaii, Margaret Sanger’s work in birth control and the Columbus voyage. Frontline sometimes comes on like a multimedia prosecutor, revealing the evidence in pictures, voices and logic, and driving toward a conclusion. Local program production, which the report calls PTV’s largest single activity, takes 35 percent of its spending but brings in 16 percent of its revenue and accounts for 7 percent of its air time

Consultants advise spending shift to strengthen national PTV programs

A bold strategic study for public TV, commissioned by the Corporation for Public Broadcasting, recommends that stations spend less on local program production and more on achieving high quality in national and instructional programs.If PTV fails to “invest fully in national programming,” it will see a “downward spiral” in program quality, audience and revenues, according to the report by Boston Consulting Group, a business strategy firm. The study, whose earlier drafts have been discussed for months in high-level meetings, was presented publicly for the first time at public TV’s Pacific Mountain Network and Central Educational Network annual meetings earlier this month. “Most of the managers say, ‘It’s terrible news, but I’ve known it’s there — I’ve felt it,”‘ says Joseph Zesbaugh, president of PMN, who devoted a day and a half of his annual conference to discussions related to the study. Despite the bad news, the consultants’ presentation won “far and away the highest marks” given by attendees in their evaluations of the PMN meeting, Zesbaugh said. The consultants gave public broadcasters an unfamiliar profit/loss sketch of their major functions.

ITVS taps first head: John Schott

The Independent Television Service, the organization established by Congress to distribute $6 million in production grants to independent television producers, has selected John Schott as executive director. Schott who will leave his job as executive producer of Alive from Off-Center, produced by KTCA-TV in St. Paul-Minneapolis, Minn. Schott, who will be the first director of the fund that opened for business last October, said his duties will include overseeing the organization’s day-to-day operations, helping develop program direction and realizing “the mandate and philosophy” of the ITVS. The ITVS has a “specific mandate to produce TV programs independent of corporate desirability, independent of an insistence to be broad-based, large number-oriented,” Schott said.

‘I give an expression of care
every day to each child’

Probably the most famous congressional testimony delivered on behalf of CPB appropriations came from Fred Rogers on May 2, 1969. The young writer/producer/host of Mister Rogers’ Neighborhood made common cause with Sen. John Pastore (D-R.I.), who chaired the Senate Commerce Committee’s communications subcommittee. Public broadcasting was seeking an appropriation of $20 million, and the Nixon White House was proposing half as much. Margaret Mary Kimmel and Mark Collins narrate the scene in their book, The Wonder of It All: Fred Rogers and the Story of an Icon (PDF, scroll to page 20). “It’s a strange moment in the hallowed halls of the Senate,” Kimmel and Collins write — “a grown man reciting a child’s song to other grown men, but by now they feel as if they, too, are complicit in Rogers’ mission.”
