PTFP to Shutdown
Grant Round Cancelled
On April 15, 2011, the President signed Public Law 112-10, The Department of Defense and Full-Year Continuing Appropriations Act of 2011, which provided no funding for the Public Telecommunications Facilities Program (PTFP) in Fiscal Year 2011.

As a result, NTIA will not process applications it has received or award any additional grants under the PTFP.

NTIA has begun the orderly shutdown of PTFP and will destroy copies of all applications received for the FY 2011 grant round upon the shutdown of the program.

NTIA will continue to monitor PTFP grants it has previously awarded to ensure that taxpayer funds are utilized in the most responsible and efficient manner. The terms and conditions of all PTFP grants remain in effect until the expiration of a grant’s award period.

March 14, 2011:

The PTFP deadline remains March 17, 2011.

PTFP will continue to process applications until Congress makes a FINAL determination on FY 2011 funding.
February 3, 2011:

Deadline for Applications: THURSDAY, MARCH 17, 2011

PLEASE NOTE: There are significant changes in FY 2011. Please read the Notice carefully.

For example:

  • Digital Conversion subcategories ROA, ROB, and ROC have been deleted.
  • PTFP will not accept applications for equipment when funds for that equipment are also requested from another Federally-funded program, including the Corporation for Public Broadcasting.
  • PTFP will not accept applications for the following equipment:
    • Mobile TV transmission equipment;
    • CAP, CALM, or Video Description Equipment; and
    • The replacement of analog TV translators with analog equipment.

September 27, 2010:

FY 2010 GRANT ANNOUNCEMENT: NTIA announces the award of $20.45 million to television, radio, and distance learning projects for FY 2010.

 

April 5, 2010:

Listing of Radio, Television, and Nonbroadcast Applications received for FY 2010. PTFP received 225 applications by the February 4 and 26, 2010, deadlines in response to the December 2, 2009, Federal Register Notice of Closing Date for Solicitation of Applications.

March 22, 2010:

Revised Closing Date for Certain Radio Applications, 5 p.m., EDT, April 22, 2010

As a result of the FCC’s January 2010 announcement concerning digital IBOC power levels, PTFP is accepting applications for the following digital radio projects until 5 p.m., EDT, April 22, 2010.

1. An AMENDMENT to a PTFP Application filed in February 2010 so a station can now request higher power transmission equipment in accordance with the announcement.

2. A NEW APPLICATION for digital power increase projects so a station may support an additional program service (HD Channel) by multicasting. COMPLETE DETAILS can be found in the Federal Register of March 19, 2010.

January 13, 2010:

The Federal Register Notice of Availability of Funds which details the funds available for the FY 2010 grant round was published on January 13, 2010.

 

December 2, 2009:

FY 2010 PTFP GRANT CYCLE ANNOUNCEMENT:


Deadline for Applications: FEBRUARY 4, 2010


However, the closing date for the receipt of applications from those applying for a Construction Permit in the “FCC Filing Window for Vacant FM Allotments Reserved for Noncommercial Educational Use” – (February 19 – 26, 2010) is 5:00 p.m., Eastern Time on Friday, February 26, 2010.

October 5, 2009:

FY 2009 GRANT ANNOUNCEMENT: NTIA announces the award of $19.95 million to television, radio, and distance learning projects for FY 2009.

 

May 18, 2009:

Listing of Television Applications received by May 18, 2009, deadline for the FCC’s newly authorized digital television Distributed Transmission System and digital Replacement translator.

February 25, 2009:

Listing of Radio, Television, and Nonbroadcast Applications received for FY 2009. On December 18, 2008, PTFP received 221 applications in response to the October 20, 2008, Federal Register Notice of Closing Date for Solicitation of Applications.

JANUARY 30, 2009: DEADLINE UPDATE

The Closing Date for receipt of most PTFP applications for the FY 2009 grant cycle was December 18, 2008.
PTFP will accept applications for the FCC’s newly authorized digital television Distributed Transmission System service and digital Replacement translator until May 18, 2009.

 

Emergency applications may be submitted at any time.


December 9, 2008: DEADLINE UPDATE

The National Telecommunications and Information Administration (NTIA) announces that the new closing date for certain digital television Distributed Transmission System (DTS) projects is Monday, May 18, 2009. The Closing Date for receipt of all other Public Telecommunications Facilities Program (PTFP) applications remains Thursday, December 18, 2008. We suggest you review the Federal Funding Opportunity Notice which has detailed discussion of FY 2009 PTFP application requirements and guidelines.
