  1. Maybe shrinking down into a local mostly volunteer outlet would have been a better use of the spectrum. There is no need for 3 NPR signals in Monrerey Bay (KQED is a grandfathered superpower signal). On top of that there are other stations, one a long-lived low power pirate broadcasting a lot of local public affairs material. http://www.freakradio.org/
