The Public Media Consulting Group (“PMCG”) can provide public broadcasting stations with a number of services that will help a station comply with CSG grant terms as well as prepare a station for potential audits by the CPB Office of Inspector General (“OIG”). Compliance Review:  PMCG can perform an on-site review of station compliance with the terms of the CSG Agreement including the Financial Reporting Guidelines, CSG Eligibility Criteria and General Provisions, and the five certification requirements in the public broadcasting provisions of the Communications Act of 1934, as amended.  After a review, PMCG consultants will provide strategic advice regarding station performance and compliance. Compliance with Criteria:  PMCG consultants are always available to answer questions about CPB requirements and provide direction regarding ensuring compliance.  PMCG can assist stations with improving compliance through strategic advice on policy formulation, best practices, and documentation development. Financial Reporting:  PMCG consultants can provide advice about CPB’s Financial Reporting Guidelines and how they apply to a station’s finances when filling out the Annual Financial Report (“AFR”).  PMCG consultants can review AFRs and provide advice about maximizing non-Federal financial support.  PMCG can also provide advice about compliance with Financial Reporting Guidelines and assist stations with preparing annual or amended AFRs. Policy Development:  PMCG can assist stations with developing and implementing policies that comply with the requirements in CPB’s CSG General Provisions and Eligibility Criteria.  When a station is audited, OIG auditors test for policy implementation to audit compliance. Having the proper policies in place will assist stations with having the proper documents that an OIG auditor will ask for and help ensure compliance with CPB grant terms. Audit Assistance: The best way to ensure a positive audit experience is to be prepared.  PMCG can assist stations facing an OIG audit with preparation for the audit experience.  Services include document assembly and review of station policy and practices.  While no one can change history, PMCG can provide direction for moving forward to document the implementation of prospective compliance measures. Alerting:  PMCG offers an email alerting service that immediately notifies stations each time the CPB OIG issues a report.  The alerts summarize report findings so stations understand IG criticisms and can take steps to avoid the practices criticized in a report.
