1. The Commission, by the Chief, Mass Media Bureau, pursuant to delegated authority, has
before it for consideration: (i) the license renewal application of Kansas Public Telecommunications Services,
Inc. (“KPTS, Inc.” or “licensee”) for Station KPTS(TV), Hutchinson, Kansas; (ii) an informal objection to
the renewal application filed by Candyce Hoop (“Hoop”) and Som Chanthabouly (“Chanthabouly”)
(collectively “informal objectors”), former employees of KPTS(TV); (iii) licensee’s “Motion For Extension of
Time” to file its opposition; (iv) an opposition to the informal objection filed by the licensee; (v) one letter filed
by both informal objectors and another letter filed by Hoop in response to the licensee’s opposition; (vi) an
amendment to the station’s renewal application filed on August 18, 1998, by the licensee; (vii) a “Motion For
Leave to File an Additional Pleading” and a pleading titled “Motion to Dismiss” filed by the licensee; (viii) a
letter filed by the informal objectors in response to the licensee’s two motions; and (ix) copies of the
discrimination complaints that the informal objectors filed with the U.S. District Court for the District of
Kansas.

One witness the congressmen didn’t lecture about donor-list improprieties at a House telecom subcommittee hearing July 20 [1999], was documentarian Ken Burns, who carried the historical weight of Sullivan Ballou, Thomas Jefferson and Satchel Paige with him. His remarks for the rapidly organized hearing echoed parts of his keynote at the PBS Annual Meeting in June 1999. Let me say from the outset — as a father of two daughters and a film producer, increasingly concerned about violence on television — that I am a passionate lifelong supporter of public television and its unique role in helping to stitch our exquisite, diverse and often fragile culture together. Few institutions provide such a direct, grassroots way for our citizens to participate in the shared glories of their common past, in the power of the priceless ideals that have animated our remarkable republic and our national life for more than 200 years, and in the inspirational life of the mind and the heart that an engagement with the arts always provides. It is my wholehearted belief that anything which threatens this institution weakens our country.

Congress reacts hotly to station donor-list swaps with Democrats

Suddenly, pubcasting is in for a severe talking-to, if not a whupping. The House subcommittee that held such a congenial hearing on CPB’s long-overdue reauthorization a fortnight earlier is now preparing a second hearing July 20 to take pubcasters to task for swapping donor mailing lists with the Democratic Party. House Republicans were angry last week when they learned that Boston’s WGBH did it this spring, and angrier when they heard there were other times. And tempers will rise as similar reports come in from other stations. WNET in New York and WETA in Washington told reporters late last week that they’ve traded lists with both Democratic and Republican groups.

The Association of Independents in Radio* (AIR) and the Producers Advocacy Group** (PAG) present the following code in an effort to clarify and standardize rates and practices for working with freelancers in the public radio industry. In recognition of the central role freelancers and independent radio producers play in enriching the content of almost all the important programs on public radio, AIR and PAG recommend the following guidelines when public radio networks, stations or shows use the work of freelance radio producers:
LIVING WAGE
Freelance producers should be paid at a rate which allows a decent living. At minimum we urge acquirers to match the prevailing rate scale, including benefits, paid to staff reporters and producers doing comparable work in comparable markets.

An Age of Kings: an import becomes public TV’s first hit

It was public TV’s first unqualified national success, a smash hit. Before Masterpiece Theatre, American Playhouse or Hollywood Television Theatre, there was An Age of Kings, Shakespeare’s history plays in 15 parts, a chronicle of Britain’s monarchs from Richard II (1399) to Richard III (1484).

“The Public Interest Standard in Television Broadcasting”

In 1998, the Clinton administration’s so-called Gore Commission reviewed the “public interest” basis of federal broadcasting law as part of its report on policies for the fast-approaching era of digital television. The Advisory Committee on Public Interest Obligations of Digital Television Broadcasters published its full 160-page report Dec. 18, 1998 (PDF). Federal oversight of all broadcasting has had two general goals: to foster the commercial development of the industry and to ensure that broadcasting serves the educational and informational needs of the American people. In many respects, the two goals have been quite complementary, as seen in the development of network news operations and in the variety of cultural, educational, and public affairs programming aired over the years.

Show me a better deal than public TV

Two years after the CPB funding crisis began to subside, public TV’s assigned public-policy representative, the president of America’s Public Television Stations (APTS), was giving variations on this stump speech at meetings of pubcasters. This is an edited version of David Brugger’s remarks to the FirstView instructional TV screening conference in August 1998. One of the important revelations to station professionals and lay volunteers during our last Capitol Hill Day was that their members of Congress often fed back the message they had heard from the more than 85 percent of their constituents in your home towns who said they wanted continued or increased federal funding — this, in many cases, from members of Congress who had been ardent opponents of federal funding just 18 months before. Last summer’s Roper survey showed that Americans see public radio and public television as their second- and third-best values in return for tax dollars spent. Fred Friendly: ‘a tough man but, my God, full of ideas’

Fred W. Friendly, the legendary CBS News producer who tried to bring innovation to public TV in the 1960s and later developed a celebrated series of televised seminars on major public policy issues, died March 3 at his home in New York City. He was 82. “He was a great broadcaster, a great innovator, a great friend of public television,” observed PBS President Ervin Duggan in a release. At CBS, Friendly worked for years with Edward R. Murrow, producing many of his appearances, including the milestone 1954 report that questioned Sen. Joseph McCarthy’s anti-communist campaign and the famous CBS Reports: “Harvest of Shame” on the lives of migrant workers, aired in 1960. He was named president of the news division in 1964 and quit two years later when the network carried an I Love Lucy rerun instead of a Senate hearing on the Vietnam war.

In 1997, the FCC fined Chicago public TV station WTTW for violating commission standards for underwriting credits (Current coverage). In his keynote address at the PBS Annual Meeting, June 22, 1997, David McCullough celebrated the value of history, the joy of collaboration in making films and both the achievements and promise of public TV. McCullough, a celebrated historian whose biography of President Truman won a Pulitzer Prize, has narrated many documentaries, including Ken Burns’ The Civil War and hosted the PBS series American Experience for 10 years. Did you know that if you were a flea, you could jump as high as Rockefeller Center? And, furthermore, you could do it 30,000 times without stopping? I learned that from Miriam Rothschild, who is the world’s leading expert on fleas.

Ever since I arrived in Ukraine in June, I have suffered acute NPR news withdrawals. Sure, I miss my family, my friends, and all those “things” that have come to represent my previous life in America — hot showers, clean tap water, brown sugar for my oatmeal and lighted stairwells. But I suspect that it is the lack of those familiar voices that woke me up each morning in Salem, Ore., that has made my transition in this country most difficult. Please send those tapes soon.

A ragtime pianist shows public TV how to have fun

Max Morath reminded America about a largely forgotten part of its musical legacy, but beyond that achievement of mass education, the musician also helped educational TV accept the element of entertainment in its programs. This article by Contributing Editor David Stewart is part of Stewart’s planned book on public TV programming. Stewart, who retired as CPB’s director of international activities, profiled early television’s favorite professor, Frank Baxter, in a January issue of Current. In the summer of 1959 an itinerant musician and sometimes TV producer, Max Morath, was playing piano for melodramas in the restored mining town of Cripple Creek, Colo. A year later, the 33-year-old graduate of Colorado College had written and performed a 12-part TV series that would change noncommercial television forever. Over the next five years — while the music rights were held by National Educational Television (NET) — The Ragtime Era became the most watched noncommercial series up to that time, run and rerun constantly by all the educational (and many commercial) stations throughout the country.
